The Town of Rosthern appreciates the care that homeowners and renters take in maintaining the boulevards adjacent to their homes by mowing and weeding.  In addition, low-impact boulevard gardening may be approved on the fron and side boulevards adjacent to your home if approved though these policies.

 Residential Boulevard Garden Policy

Boulevard planting helps make Rosthern greener, more welcoming, and more beautiful. Boulevards are public spaces, and planting in these areas is encouraged when done safely and in accordance with Town guidelines.

What Is a Boulevard?

A boulevard is the portion of public land typically located between the sidewalk and the roadway, or between the roadway and private property where no sidewalk exists.

Because boulevards are part of the public right‑of‑way, any planting or landscaping in these areas must follow Town policies to ensure:

  • Public safety and accessibility
  • Protection of underground utilities and infrastructure
  • Consistent maintenance standards
  • Clear sightlines for vehicles and pedestrians


Do I Need Permission to Plant on a Boulevard?

Yes. Approval is required before planting on any boulevard in Rosthern.

Residents interested in planting flowers, shrubs, or other landscaping features must:

  • Review the Town’s Residential Boulevard Garden Policy
  • Submit a Boulevard Planting Permit for approval
  • Wait for approval before planting begins

This helps ensure plantings are safe, appropriate for the location, and sustainable long‑term.

What Can Be Planted?

Boulevard gardens are intended to enhance streets while remaining safe and low‑maintenance. Planting guidelines include considerations such as:

  • Plant height and visibility
  • Distance from curbs, sidewalks, and roadways

Resident Responsibilities

Approved boulevard plantings are the responsibility of the resident who installs them. This includes:

  • Ongoing maintenance and upkeep
  • Keeping plants tidy and contained
  • Ensuring the boulevard remains accessible and safe
  • Removing plantings if required for maintenance or infrastructure work

The Town may remove or require changes to boulevard plantings that do not follow approved guidelines.

Before you get started, please read over the policy and submit the Boulevard Garden Permit to the Town Office. This ensures gardens stay safe, accessible, and compliant with Town guidelines.
